13 Apr Communique: Country Humanitarian Forum 11th April 2019 11 April 2019
13 April 2019, Mogadishu – The Ministry for Humanitarian Affairs and Disaster Management convened the Country Humanitarian Forum in Mogadishu. The meeting brought together stakeholders from across the country, including representatives from the Federal Line Ministries, FMS, UN, NGOs and donors, to draw urgent attention to the humanitarian crisis in Somalia and the need for a swift and substantial response.
The Government of Somalia and the humanitarian partners are deeply concerned by the serious and deteriorating humanitarian situation and water shortages in most parts of the country. A poor performance of Deyr 2018 coupled with harsh weather conditions in January – March 2019 has left many parts of Somalia facing mild to moderate drought conditions. This has led to serious water scarcity and earlier than normal water trucking across the country and in particular in Northern regions. Shabelle & dried up river Jubba and Shabelle river beds are seen in some areas.
The Ministry appreciates the ongoing efforts by the humanitarian partners and donor community to respond the current humanitarian crises. However, the Government of Somalia is calling for immediate Early life-saving response before the situation detonates. It’s also urged religious and community elders, business community and international partners to urgently mobilize resources and respond to existing humanitarian situations and prevent loss of lives.
- Stronger partnerships between Government, international organizations and national NGOs is crucial to developing better aid delivery. It was highlighted the approach of building long term recovery and resilience solutions that address the root causes of drought and famine and the structural causes of vulnerability and build resilience. However, this should not come at the expense of continued humanitarian programming which needs to be fully resourced to meet its objectives.
